Environment minister Laszlo Borbely promised the environmental NGOs to firmly impose the existing environmental regulations to micro-hydro power projects developed at high rate after the endorsement of the renewable energy support scheme, Agerpres reported. After weeks of protests, NGOs met minister Borbely over this issue and warned the government over the environmental damages generated by the investors building small-hydro power generation capacities. Unlike the debatable damages created by the wind farms, the micro-hydro power plants can create visible environmental damages and the NGOs have collected broad evidence related to the projects already started in the regions of Arges, Brasov, Sibiu and Suceava. Under the newly endorsed support scheme, the power generators delivering electricity produced in such hydro plants receive three tradable certificates per MWh if the plant is new and two certificates if the plant is refurbished. If the plant is old, the generator still receives one certificate. The value of one certificate is at least EUR 27, but since the overall renewable energy production will predictably remain below the target set by the government the certificates will most likely be traded at their maximum level of EUR 55.
